What causes this rash?

Thursday night the boyfriend had a few red dots on the legs. The next day they both woke up covered with them, as the day progressed plans red dots, itchy skin is lifted, now down and seem to have formed scabs in the center and itching mostly gone. Any idea what might have caused this? Mosquitoes? Chiggers? Pesticides?

Yikes! It sounds like mosquitoes or fleas! If it were chiggars would still itch!
