What is the white matter in Florida truck driving around the release of the suburbs?

I recently saw a documentary on Florida (Or could have been Louisiana?) And there was a truck driving through the streets around the houses releasing clouds of what looked like a white powder. Is this some kind of deterrent to mosquitoes? But what exactly is it? Methoxychlor?
